Pro 3.1 - the select by rectangle (layout) tool does not pick up empty point text. They're selectable in the TOC, but this isn't always desirable - especially in a sea of 'Text 1' 'Text 2' etc (related idea: ArcGIS PRO Layout Text Improvement - Esri Community ) and when you know where the empty text is and are trying to just get rid of it. It would make sense if you could select them right on the layout with the select tool.
Ex. drawing this box selects only the map frame and north arrow:
Have to select the empty text from TOC.
This is available and working in ArcGIS Pro 3.1. If you have a specific scenario where this is not working I suggest reaching out to technical support and logging a bug.
@AubriKinghorn sorry, just discovered it's point text that's the issue. Empty boxes do select correctly. Updated idea for clarity.
Ah ok, I was looking at rectangle text, which is why it was working. This isn't be design though, nothing should be excluded from the rectangle selection unless it's a locked item on the layout so I would recommend logging a bug with support so you can track it. Thanks for finding this!
Because this is a bug, I am keeping this "idea" marked as closed. Please refer to the ArcGIS Ideas Submission Guidelines and Statuses "2. No bugs please. Idea Exchanges are not the right place to log software bugs or crashes. Just because it isn’t the right fit as an Idea does not mean that we don't want to help or this won't get fixed. Bugs and crashes should be logged with Technical Support. It helps get the bug or crash into the hands of the right team quickly and allows lots of people to track it within Salesforce.

@AubriKinghorn also noticing that if you turn off all symbol layers in a map graphic, it becomes unselectable. Ctrl+A grabs it but then you have to Ctrl+click every other graphic to isolate it since they don't show up in the TOC either.
Setting the symbol layers to transparent rather than turning them off keeps the selectability.
