Label fitting strategies - adjust font size - perhaps this should be 'shrink' font size

Based on the name and settings available, I would expect adjust font size to make the font larger as I increase the frame size and minimum font size. However, this is not the case. I've given my legend as large a frame as I can, set the minimum quite large, and my legend has not responded. What's a minimum if the font is still small?

So, is something not working here, or is the name just misleading? I usually use 'adjust frame,' so I'm not as familiar with what this is supposed to do, but whatever is supposed to be happening, it feels far from intuitive.

According to the help, it shrinks the font ... so shouldn't it be "shrink," not "adjust?"
