Keep panes on top of floating windows

When working with a floating window, keep panes on top of it. Right now if you drag a pane over to your second screen, it hides when you click into the active view -- not how the main application window works. You can't dock them into a floating window, either. This is especially annoying when using something like the eyedropper tool in the label properties pane that requires you to click on the map -- you can't get back to the pane without restoring/moving your window out of the way first, moving the pane elsewhere, putting the window back, and then moving the pane back on top. It makes working with multiple displays very difficult.
