It would be nice if ArcGIS Pro or ArcMap allow you to create and customize a horizontal legend for raster files.

It would be nice to include other data types as well - unclassed colors, graduated colors, and graduated circles come to mind.

I made these after converting to graphics.

This Idea has been implemented in ArcGIS Pro 3.1. Please see the What's New documentation for more new features in Pro 3.1.
