Geoprocessing Setting - Setting to Make Messages Visible by Default

Create a setting that allows us to have the Messages portion of the Geoprocessing Details window expanded by default.

I wanted to provide some clarification to the 'In Product Plan' update from yesterday.

What will be included in ArcGIS Pro 2.9 is a new geoprocessing option, 'Open messages window automatically after running a tool'

Which does what it says it does, opens the Details view with the "Messages" tab active as soon as you click Run.  But it does not make "Messages" the default tab from wherever you open the Details view of a result.  

I wanted to put this out there because if it will not meet the request @MarianneCardwell and @DanPatterson then we need to change this one back to 'Open'.

The setting noted in the comment above was added in ArcGIS Pro 2.9.  See Ideas in ArcGIS Pro 2.9 for a number of other ideas you can expect to find when you update to 2.9!
