Fix Zonal Histogram tool in Spatial Analysis Extension

According to ESRI, the Zonal Histogram tool in the Spatial Analysis extesnion has been broken since ArcGIS 10.0 SP3. There has been several service packs since that version and the tool still doesn't function correctly. My idea is to fix the tool because it's inexcusable for a bug to go through this many patches without being fixed.

some ideas for fixing it:

running tool multiple times in same ArcMap session does not update the graph display properly. 

Horizontal axis labels options do not respond.

Horizontal axis title is name of first object in the feature list one uses to generate the histogram.

etc., etc.
