Enable ability to use brightness/contrast for Basemap layers in ArcGIS Desktop

Currently users only have the ability to specify a transparency for any Basemap layers added into their ArcGIS Desktop projects. In my experiences, the ortho and Bing Maps ortho basemaps are incredibly DARK which really deminish their usefulness. Although a transparency can lighten an image, the best solution would be the brightness/contrast adjustments.

Please enable these options!

Forgot to add- if there already is an idea for this, link it in the comments and I'll add my vote. I didn't find on in my search prior to posting..

Will not be addressed in ArcMap. Blend modes can help achieve this in ArcGIS Pro.
