Using the ArcMap Advanced Settings Utility you can set marker symbols to rotate  with the dataframe or not.  You can also set label and other annotation behavior when data frame is rotated.  My idea is to incorporated this behavior into the core ArcMap settings and saved as part of the mxd.  I find myself switching these back and forth depending upon the project.

This has been implemented in ArcGIS Pro.
