The Chinese government requires foreign companies, such as Google maps, offering mapping services in China to use the GCJ-02 coordinate system which is not compatible with standard universal coordinate systems (WGS-84).
If you convert ArcGIS boundaries located within China to KML files for importing into Google maps (which some clients require) then the boundaries will be offset by up to 500m depending on the location.
A way of converting/transforming from WGS-84 to GCJ-02 is required - I believe the algorithm for converting is available from Chinese government (if you are a registered mapping provider - Google must be using this when you import) but is also available on open source communities e.g. Github.
