It would be very useful to be able to change the display order of annotation groups (the ones stored in the map) similar to how it can be done with annotation feature classes. This could probably be done directly from the “Annotation Group” tab in the “Data Frame Properties” where by moving the annotation group’s name up to the top for example will make all graphics or text stored in this group display on top of all the other annotation group’s graphics.
