Catalog Layers: Show us the layers in view even when visibility is turned off

I've recently been getting into Catalog Layers and this has been a pain point.

Please let us still see the contents of the Layers In View list, even when the catalog layer is turned off. To clarify, I do not mean "Still draw the layers in view when the catalog layer is turned off". 

I mean, I still want to see the list of layers when the Catalog layer is turned off. This applies to the Catalog Layer on a whole (gif 1) and the Layers In View layer, specifically (gif 2).

Please, I want to be able to search the catalog layer without having to turn it on or pause drawing (which famously doesn't pause anything). I 100% understand Layers In View not showing something if it isn't in the current extent, but it should absolutely be showing stuff that's in the current extent, even if turned off. If it's a visual space issue, that shouldn't matter; I can just collapse the layer(s) if it's a real problem.
