ArcPy Layer.IsServiceLayer does not work

This property does not work for identifying if a layer is a basemap layer.

Thank you for your submission, and apologies for the very late response. Your post was only recently redirected to the correct ideas exchange for Python/ArcPy ideas. 

ArcGIS Desktop is in mature support and will be retired March 1, 2026. We recommend that you migrate to ArcGIS Pro, our fully supported desktop GIS application. See Migrate from ArcMap to ArcGIS Pro for more information.

Regarding the requested feature, Layers in ArcGIS Pro ArcPy have various is properties that can be queried, including isBasemapLayer. Please see Layer—ArcGIS Pro | Documentation for more information.
