In ArcGIS Pro stacked labelling options, 'space' always takes priority when choosing where to split the text regardless of whether another separator has the 'forced split' option turned on. This only matters if a maximum row count is set.

Anything with 'Forced split' should be prioritised over anything else.

If there is more than one 'Forced split' separator, I suggest using the list order to choose a preference.

See image for example.

This to me sounds a bug, not an Idea. I think you should report this to ESRI Support.

The name of the option "Forced split" and also the Help here:

Stack labels—ArcGIS Pro | ArcGIS Desktop

"If Forced split is checked, a split always happens at the character, and stacking always occurs."

are quite clear: forced split should always result in a split. If it doesn't, it is likely a bug in Maplex.

I did report it to ESRI Support. They advised me to post it here.

I agree that sounds like a bug.
