We sometimes have problems with corrupt offline license due to ip address changes so ideally want disable our users from taking Pro offline but have the option to specify that specific users can. Perhaps even allow this for custom role profiles

I have Military students, or students that work on JBLM, who do not have internet access in certain areas, and therefore can not use ArcGIS Pro, due to our (University of WA Tacoma) settings of not allowing students to take ArcGIS Pro Offline.
I came up with a work-around, turning off the option to prevent offline use, had the student take it offline, and immediately turned offline use off.
Student was able to maintain offline use, but this is very clunky, and not secure.
A toggle switch to allow only specified users to utilize ArcGIS Pro Offline would be very helpful (Default "NO" for everyone, but a switch for those who are allowed.).

Additionally, being able to retrieve disconnected licenses from those users devices which have gone over their time for offline usage without having to submit an ESRI support ticket would be brilliant. Perhaps something that an administrator could do from within AGOL? thanks.
Only a small subset of our 11,000+ users need to be able to take their ArcGIS Pro Named User license offline. With "Prevent members from taking ArcGIS Pro offline" disabled, we end up with cases where users take their Named User license offline -- without a need to do so, nor an understanding of what they are doing -- and then they unexpectedly lose access to Pro and need help getting it back. As the number of our folks with a legitimate need for Pro offline is smaller, it would be great to have the per-user work be enabling a user's ability to take their Pro license offline, rather than fixing access to Pro for users who accidentally take it offline but don't need to.
I echo everything that the OP and others have said here. We want to prevent the pitfalls of inadvertently or mistakenly taking licenses offline for the vast majority of users, so we keep that ability disabled for all. But then when we have someone with a legitimate need, we have to enable it briefly, check out a license to them, and then disable it again. This works but is klunky at best. It would be much more efficient if we could add this ability to a custom role for the users that need it.
This is all the more relevant and needed with the removal of all Standalone and Concurrent licensing modes.
This has been an issue with our students. I was really hoping that the ability to checkout can be controlled either on the user level or at a custom user role. I have many researchers who do need to check out the licenses.
Currently, ArcGIS Pro and ArcGIS Online do not have the functionality to allow the ArcGIS Online Administrators to selectively prevent certain users from taking ArcGIS Pro Named User license offline. Also, these users can set by themselves on how long they want to take the license offline without having the need for the ArcGIS Online account administrator’s approval. It would be better for Admins to be able to control this for more effective license management.
Similar to above, we have students who use their devices while out on remote field work excursions with limited/no access to internet. Allowing only those specified users to use a device offline would enhance their experience and ability to use the platform.
The functionality being requested has been implemented through a privilege called "Take ArcGIS Pro license offline." If the organization turns on the Members cannot take ArcGIS Pro offline setting in Manage ArcGIS Pro settings , it overrides this privilege.

@ValeriaChavez while I applaud this implementation, a quick check of my user role settings reveals that this new privilege is turned on by default for all roles!
