In the same way that you can aggregate a point feature class into bins, there should be a way to aggregate and bin a polygon feature class into bins.
For example, if I had a grid with very hexagonal polygons, I would be able to aggregate and bin them into hexagon bins. this would allow me to zoom out and get a visually generalize sense of what data is where, and then when I zoom in, it would be more detailed. Having the bin dynamically scale with zoom is very helpful with point layers, and would be so nice to have with polygon layers.
In this case, you would simply select the polygon feature class in the Contents Pane, click the Feature Layer tab in the top ribbon, and the "Aggregation" icon would be available to bin the polygon.
This idea seems to encompass your other idea of aggregating the product of a "Generate Tessellation" tool (at least the way they are worded)
