When symbolizing a categorical/thematic raster using "Unique Values", it is possible to reorder the classes using the "Move Value" option, but the only choices are to move up or down one row, or move to the top or bottom of the list. This limitation can make custom reordering of symbology with many classes tedious and time-consuming. A better solution would be to allow "drag & drop" reordering. Allowing import of an ordered list would be preferable to the current functionality, but not as good as drag & drop. I do realize that import from layer or layer file are options, but that is not possible in the case where an already existing layer with the desired symbology is not available.
