Once an annotation feature class is created and the reference scale set, the reference scale cannot currently be altered (it is permenantly greyed-out in the properties). Quite often it is necessary to change the reference scale and this currently involves creation of a new annotation feature class with the desired reference scale and then loading of features from the current annotation feature class.
It would be much more straightforward if the reference scale could be altered (as per other schema level changes - requiring a lock and correct privileges) once the annotation feature class has been created.
This was implemented in ArcCatalog at some point. I have used it many times in 10.4 and 10.6.

In ArcGIS Pro, users can access the 'Update Annotation Reference Scale' Geoprocessing tool to achieve the desired change in reference.
