Allow ArcGIS Adminstrator changes for regular users

It would be great if regular users (with no privilege access) could change product (ArcInfo Float/ ArcView Float/ ArcView Fixed etc)  AND change the license server for concurrent licenses.

This information is currently (9.x, 10.0) stored in the registry where only power users and administrators have write access, so you need an administrator do this essentially user experience task.

Concurrent Use license type and ArcGIS License Manager were deprecated July 1, 2025. To align with modern licensing standards, ensuring secure, permission-based access and consistent management of GIS content within ArcGIS, the primary method to access ArcGIS Pro moving forward is through an ArcGIS Online or ArcGIS Enterprise user type.
