Add Text for "No Data" when using Chart Frames in a Map Series

I have created a map series in Pro and have added a Chart Frame to my Layout the dynamically updates with each page in the chart series. However if one of my pages does not have data for that particular area it just shows a blank chart frame with just the Title. I want to have it show text like "No Data" or better that I can change the text to say what I want like "No Impacts to this Area". I can do this in Web Apps, would be nice to do it in Map Series Layouts! chart frames mapseries

A workaround for this could be to have some text behind your chart. When the chart doesn't draw, the text would be visible.
