Add to drawing tool bar - alignment tools the ability to align two pieces of graphics/text where they butt/adjacent. It would be necessary to have 4 tools or 1 tool with options for adjacency for each side.
Closing, because this is an ArcMap idea, and ArcMap is being retired. There are several tools and options for aligning elements in ArcGIS Pro.
