Add different blend techniques to layers and graphics

Being able to use techniques such as multiple and screen proves useful for spatial presentation.  We are being held back by only being offered transparency percentages.This capability is supported in other graphic (Adobe) and spatial software (global mapper).  Layout view should be viewed, from the developers, as a graphic design and layout software.

This could probably be merged wth the request to allow transparencies to build on each other to create darker (or lighter) areas.  In reality, that would just be another blend mode.
