The Disperse Markers tool allows users to take overlapping or closely spaced points and redistribute them to make them more legible, easier to read in the map. The various Dispersal Patterns allow for decent control over the new point pattern, but they will also allow the new points to run outside of bounding areas that may be important to the original data.
Adding a new Extents parameter would allow points to be re distributed within a certain space. This would have a similar effect to Create Random Points, except with more control over the specific patterns (Expanded, Random, Clustered...) and the starting location within the bounding extent.
