Add a Layer Dropdown to Symbology and Labeling Panes

Currently, the Symbology and Labeling panes in ArcGIS Pro are tied to whichever layer is selected in the Contents pane. Switching layers requires repeatedly clicking back and forth between the pane and the TOC.

Add a layer dropdown menu (or simple next/previous arrows) at the top of these panes to let users quickly switch which layer’s symbology or labeling is being edited—without changing focus to the Contents pane.

This would streamline cartographic and QA workflows by keeping users in one pane while fine-tuning multiple layers, similar to how Layout view provides map and element dropdowns.

Use Case:
When styling or labeling a complex map, a user could open the Symbology or Labeling pane once and flip through layers using the dropdown, adjusting symbols or label settings rapidly instead of clicking each layer manually.
