it should be possible, to show the vertices of the features (with points or another symbol) from one ore more layers permanently (at the moment crtl + V in edit session) within the context menue from a layer inside the TOC.
The beginning (first) and the end (last) vertices should be in another colour to different them from the other.
While this may not be exactly what you're looking for, ArcGIS Pro's symbology now allows you to use a point shape marker at features' vertices. Again, this is a comment more geared towards the idea of drawing vertices, not necessarily exposing them for editing.

A distinct marker symbol layer could be added to display extremities, and another symbol used for all other vertices.
You can fudge this for line features with the maplex label engine. In label placement properties choose a centered label position, in label offset choose start or end of line with zero distance, and on the label density tab untick connect features and and set one label per feature segment. Set a text label as an expression with a suitable character e.g. "X", and watch the magic.

In ArcGIS Pro Symbology has already been implemented. Unfortunately, this will probably no longer be done on the desktop.
