sometimes I should select features (areas or lines) that overlaps another features (area) greater then 60%.
At the moment you can select "within" or "intersect",... but not in percent.
Excellent idea. It would also be nice to be able to control the percentages of source and target of an overlap.
This would be a welcome addition.

This seems like something that should be doable. The idea is shown as "Reviewed" but I'm not sure why it hasn't been added as a tool yet.
This idea was created in 2010. It was probably reviewed back then and forgotten. Here's a friendly reminder!!

The "Tabulate Intersections (Analysis)" tool provides this functionality. The doc link if needed, make sure you specify the Zone Fields and Class Fields parameters. Running this tool will produce a table with % overlaps between features from two feature classes. Then this table can be joined back to the input feature class and "Select Layer By Location" can be used to select based on some % overlap.
