Portal for ArcGIS and ArcGIS Online offer an access notice in the organizational settings. However, the access notice is only configurable for all users or organizational users. As different workflows and best practices can vary widely between different user roles, I suggest that the settings include a way to configure different access notices based on User role. For example, content owners will have many more rules and guidelines governing the publishing and sharing of data, which in no way applies to a Field Worker.
