When you want to add points to a map and the coordinates reach both edges of the map, is there a way to "wrap" the map so that you can line up the arctic circle and the points be located near each other (off of the 180' mark)? Does this have to do with the basemap boundaries or can you reproject?

You can try the following workaround provided in the article:
HowTo:  Project a data frame to a custom coordinate system with a non-Greenwich central meridian
http://support.esri.com/en/knowledgebase/techarticles/detail/25839
this should wrap the map across the international dateline so to say.
Please try this out and let me know if it helps.
