World Transportation layer -- How to move it to the top layer?

I have a web map with several layers from my own organization.  I would like to keep ESRI's World Transportation (road labels) on top of the layer stack.  Is there a way to do that?

Hi Adam,

If you add the World Transportation service to your map and click more options you can choose "Move to Basemap"

Then once it is moved to the Basemap you can set this as a reference layer which will draw the World Transportation Service on top of all other layers:
