Why can't I create an EDITABLE LAYER?

My students have been able to create editable layers in ArcGIS Online up until last night but now the option has been removed from the ADD drop down menu. Can anyone tell me why or how to fix it?

I believe that feature is renamed to "Add Map Notes" it can still be accessed from the Add menu.
