Where does the ArcGIS World Geocoder get its data from?

There is a road which is searchable on our national datasets, but not in the ArcGIS World Geocoder. I also see that it is missing from Google Maps search. 

I wanted to know how often and road names get added and updated? And how frequently? Is it because it is not on Google yet?

According to the documentation the main source is HERE and several local providers depending on the region.
