What tools to use to create an interactive map about assets in a region

I created a public map of assets in our region for our organization a year ago and am in the process of updating it. The original map was built in Instant Apps using the Portfolio template to display several maps. I've been trying some new tools to improve the user experience by creating WebApp Builder apps for the individual maps in order to add widgets that allow for filters, measuring distance, etc.

I'm very new and self-taught on all these applications. I've been asked by members of my organization if it's possible to do the following:

  1. Have an infographic pop up when you hover or click on a layer to tell you a bit more about what the layer is. Not a pop-up on the individual points, but for the layer as a whole.
  2. Filter layers from the layers list. For example, I have school districts separated by unified and separate. It would be nice to click on one of those, and it filters for that attribute instead of having to go to the filter widget.

I would be appreciative if someone could let me know if doing either of these is possible and what tools can be used. Maybe I should use a different app builder?

For filters you can set your map to auto filter based on something you set or they have to use the filter widget. Otherwise you could split your layer into 2.
