Web Maps/Apps Render Differently in Mobile/Desktop devices

I have web map 1 and app 1.
Pop up configs appear as expected in the desktop version however on mobile devices they do not. also the extent I set is not rendering properly in mobile devices as well.
Are there settings to remove the mobile rendering to force desktop? or is there a property in the JSON to do this?
Ive tested this on Android, iOS mobiles on different browsers as well as multiple browsers on desktop. Same results for all.
Desktop:
mobile: forces you to click a arrow on the right hand side to see the details. not user friendly at all. How do i disable this.
