I'm also noticing this issue. I'm unable to see Instant Apps and Experience Builder apps that have been share with a group with a Viewer user type with a viewer role. I'm also experiencing the same issue with Partner User Types with essential app bundles assigned. For Instant apps I get a blank screen, For experience builder I get an error message saying that i don't have access to the item (which I do). I'm not an authorized caller for my organization yet, but can provide some examples if you find me.

This workflow works on Enterprise 11.1 with viewers and partner user types.
This was User Error. It's working as expected. I guess i missed the step of adding the user to the right group.
