Visibility range from Map Service - layer name not greyed out in Map Viewer

I have Map Services containing layers with visibility ranges. 

In Map Viewer classic, the layer name is greyed out in the layer list when the layer is out of range, as expected. But it seems that layers name doesn't get greyed out in Map viewer? Seriously, ESRI? Isn't Map viewer supposed to be better that MV Classic?

Is it something one can do to make the layers name greyed out? Is it confusing for users who don't understand why the data isn't showing in the map. Another way to do it would be to use merge or hide group layer as in Scene Viewer but for no reason it is not available in Map Viewer (https://community.esri.com/t5/arcgis-online-questions/display-multiple-layers-as-a-single-layer-in-w...).

Visibility range parameters in the map doesn't do anything as the visibility range is defined in the Map service.
