Visibility Issues with Kernel Density Analysis Web Map

I am trying to create a swipe. The first map I am trying to use is a web map with only one layer, a kernel density analysis of pedestrian collisions. When I try to use the map, it is only visible at the city level, and I need it to be visible at the metro area level. When I try to change the visible range, it does not change anything.
