Is there any difference in capabilities for a person who has a Creator User Type and a Viewer Role as compared to a person who has a Viewer User Type and a Viewer Role?

No. It's just an inefficient use of licencing.

User Type says what they could have.

Role says what they actually have.

So you can assign 10% of capabilities (Viewer role) to a Creator User Type that could let them have 100% of capabilities.

You can't assign a Publisher role to a Viewer User Type as they don't have the necessary licences.
