Unable to remove transparency in Web Maps on ArcGIS Online

Hello everyone! 

I keep thinking I'm missing something (please tell me if I did) but I'm trying to create a map with some highlighted countries in a solid color over a hatched layer, and for some reason it seems like the transparency stays on no matter what settings I pick. For example - You can still see through the countries highlighted in orange and yellow, even through the fill transparency is set to 0 and the layer is placed on top.

If I do it in ArcGIS Pro, the country polygons stay solid and you can't see the hatched lines underneath

(I attached the images if this is too hard to see)

There is probably a setting somewhere that I am missing! Any advise is welcome.

Thank you! Thank you! That was the setting I needed. All fixed!

For some reason, the automatic default was 25% (I had only been using the symbology in the Styles window).
