Unable to "Update Data" in Feature Layers

I'm unable to "update data" on any of my feature layers. This has changed only in the last day or two. Normally if I need to add features to my layers I can hit the "Update Data" button on the summary page for the layer and then upload a zipped shapefile containing my new features. The menu has changed some and now I'm presented with 4 options. Selecting the "Add Features" option and then the Next button takes me to a blank window. No place to upload a zip file or even any text on the menu. Just a "Back", "Next", and "Cancel" buttons along with the normal Close Window X on the top right. Next button doesn't do anything. What's broken?

We are having the same issue. I can use Append tool in ArcGIS Pro and on the Feature Service 'Update Data' and the number shows more records added (But not the complete amount) When I scroll down in Pro it reverts to the original number and when I look at the data tab it scrolls but everything is blank until it resets and it's back to the original record count.
