Tile Layer (hosted) blank in ArcGIS Online web map (.tpk)

I am trying to create a hosted tile layer from a .tpk for use as an offline basemap in Survey123.

When added to ArcGIS Online and viewed in a web map the .tpk is blank. The .tpk appears fine in Pro.

Has anyone had this issue ?

My current workflow in ArcGIS Pro:

1. using Download Map to create a .tpk of basemap
2. Create Map Tile Package of basemap and project specific polygon layer (all map layers in WGS1984 Web Mercator auxiliary sphere)
3. Share Package
