i brought in a layer from AGO using the Open in ArcGIS Desktop option and saw that the source is the following: https://services1.arcgis.com/GE4Idg9FL97XBa3P/arcgis/rest/services/Drive from Groveland_Mounds (15 Minutes)/FeatureServer

Will this source ever move my file? Is this ESRI's cloud storage? Will my file always be there? Any further info about this would help, thanks!

This is a hosted feature service hosted in ArcGIS Online on an ESRI server.  The REST endpoint structure is dependent on the ArcGIS Online Organization ID and the name of the Feature Service.  So that URL will not change unless the name of the service changes or it is deleted.

If I look at the ArcGIS Online REST endpoint for this organization https://services1.arcgis.com/GE4Idg9FL97XBa3P/ArcGIS/rest/services, I don't see the Feature Service that you are referring to.  It looks like that feature service is not shared with everybody, so the proper credentials must be given to the server for it to be viewable.  Meaning that you must always be signed in to ArcGIS Online and the service must be shared with you in order to view the service.
