how to import a SEG-P1 file into ArcMap

I don't think there is a standard way to import this format. You can however create a script to import the data into ArcGIS (ArcMap). Description of the format: https://www.seg.org/Portals/0/SEG/News%20and%20Resources/Technical%20Standards/seg_p1_p2_p3.pdf 

It would be easier to have access to an example file to create a script.

If you have many SEG-P1 files, there is an extension for ArcGIS called data Interop that is able to read the format:

Supported formats with the Data Interoperability extension—Help | ArcGIS Desktop  

There is also an old thread that mentions several options: Seg-p1 files  like:

PetroGIS – GIS-Media  

In this post on Stack Exchange: Seismic shot points in ArcGIS Desktop? - Geographic Information Systems Stack Exchange  some other option are mentioned.

So, instead of programming a custom solution, it might be easier to invest in something that already exists.
