Public ArcGIS map control buttons not working

Everything works except for the buttons on the upper right 10 days, 1 month, 2 months, 6 months, 1 year which is supposed to filter out records based on age. 

I can show/unshow layers, change base map and everything works except those buttons. Everything shows up regardless of which button is pushed, however if I select "10 days" and click a dot that is older, that dot disappears. 

Until about a week ago, it all worked fine. It still works fine on my Android phone. 

On my Windows 10 PC, those buttons don't work whether in latest Chrome or Edge. (both are based on Chrome). Is something screwed up with my PC or WAN or is there something you guys can see with the map itself?

The app looks like it is behaving as expected.

Have you tried changing the properties of the display? 
On Windows 10, right-click the desktop and select Display settings from the context menu. Check the settings under Scale and Layout.

What should it be changed to? I have not made changes to my settings and I've made no changes to settings since the time it was working. The things on the side and bottom changes when buttons are toggled.

So, this is what I see regardless of which buttons I push. I tried it under Firefox 32bit portable too with same result. Tried it on a different network with same result. So, it must be the PC, although it happened shortly after something was changed on the map side by the map owner so something must not be meshing well.

On the first picture, you see this one dot that's by the road called "Cornell Rd". When it is clicked on, the dot disappears, it pulls up something from 2022 which is outside of even the one year range. Where is the filtering done? Graphics driver? browser? somewhere else? I don't know where I should start looking.
