Public account cannot add public account to group

Hi, I have created a public group using a public account. I am attempting to add members to the group. I have tried inviting members and having them request membership. I am receiving either an internal error message or I receive the standard error message of not being able to add this user to the group because of privileges, the account type, etc. 

Please advise as these are public accounts so there should not be any issues according to the ESRI documentation. The purpose of the group is to create a collection of story maps created by various individuals.
