Is there a way to make it so that overlapping transparent layers don't increase opacity?
i.e. Two overlapping layers stay the same color when they overlap.

I'm not sure I understand your question correctly. But, I can say there is no way to control the behavior of how transparent images display together. This is all handled by the browser blending the various images together. Where two layers overlap with different colors, the resulting image will be a blend of the colors of both and the ability to see through the two layers to a third may be lessened.
