Normalize data not working in ArcGIS Online?

I created a layer in arcgis pro with values for Youth, Seniors, and Total Population.

When I normalize the data in Pro and upload to arc online, the symbology works perfectly.

However, in Arc, if I try to switch from Youth to Seniors, the normalization breaks and I only get one class for everything. Can anyone assist? is there an issue with normalization (divided by) using arc online?

*side note, the calculation works fine in my tooltip/labels. the data is great, Arc online just doesnt want to use it for the drawing style

So the issue seems to be regarding arc not reading the data range? 

Due to the normalizaiton, all of my values are between 0 and 1, but the scale is 0 - 100 and doesnt adjust to natural breaks like in pro. 

Is there a workaround to this? or do I have to set this symbology in pro and upload after that?
