I have people in the office that occasionally export pdf maps from our online map. They've just run into an issue doing that. There are no templates when you hit the template button
just a blank list
and without a template the export button is disabled
Was there something in the last update? Do I need to create my own template? (not sure if I can do that with our subscription level)

ive got the same issue. really frustrating
I also experienced this today😖. I checked a couple different browsers and the same result. I logged out of all applications and ArcPro, rebooted my machine, logged back in, and voila the templates were back.
Or perhaps there was a glitch in the matrix and was refreshed on the cloud side of the AGOL software.
