MapViewer Vs MapViewer PopUp Configuration.
When configuring pop ups in the new map viewer.
Where are the display and edit fields that are normally in the classic one?

If I understand you correctly, you will find the ability to display and edit certain fields here in the new Map Viewer:
First click on the layer, then on the far right menu, click the popup button here:
After that, you can click on Fields list and it will bring up fields for you to delete/edit, along with this you can disable popups entirely:

@entegroIreland, as @CodyPatterson mentioned you can configure the visibility of what fields appear in your pop-up, however you cannot control the editability of a field from this location. You can do this through Forms however!
Each field in your form allows you to control whether it is required, editable, visible, and you can even author calculated expressions that automatically enter values for you.
