Map Notes in the Field

Is there an application available or a way to edit and create map notes while in the field using ArcGIS Online? I can view map notes created in the office, but I am unable to create new map notes. My ultimate goal is to provide a way for users in the field to markup the map via a field application to show where changes need to occur to the GIS data, but not actually make the changes. Someone in the office will perform those edits based on the markup from the field.

No, you must be connected in order to use map notes.

Is there an application or plug-in to an application that will allow for mark ups (text annotation, drawing, etc.) that is not particularly assigned to the map notes layer?
