Local Scene Measuring Tool is not Recognizing Ground Surface

I've successfully published a web elevation layer (VA State Plane), 3D buildings, and a 3D flood layer. I would like the scene's measuring tool to enable a user to measure flood height on a building, but the tool seems to use the flood layer as the base for measurement rather than the web elevation layer. In areas with no flooding, the measurement tool recognizes the ground surface, but it doesn't recognize the ground in a flooded area. How can I fix this? The attached video shows what I'm seeing.

You would have to do a slice and exclude the layers you want to measure against so you would exclude the buildings and the ground layer and then do the measure

Thanks, Russell. That seems to work but I'm not sure why the flood surface ends up replacing the ground. I can see this being useful for measuring the height of the building above the flood but it makes measurement above the ground more cumbersome.
