I am trying to see if there is a process to do a two way live sync between an excel/.csv file stored on a computer or server, and an Arcgis Online map? Is this possible even? Thanks!

So I used the workflow described in the doc you linked, just one question: If I am in a scenario where I need to app or edit in the field, I am not seeing how it would allow that?
That... gets a little tricky. The workflow described in the blog and with these type of registrations is really only for 'read-only'.
Technically, it gets a lot more challenging if you think of user access/rights to allow for editing the data. How does Google Docs know what users are allowed to edit? With the viewing, you are simply creating a public URL.

It really does have to be in an Arc server environment to be able to do live syncs both ways, due to the permissions being built in. Essentially this works like Tableau(sp?), which for our purposes is redundant lol. Thank you for your help sir!
The only comment I would offer to that, is that you could just host the features directly in ArcGIS Online? You don't need to use ArcGIS Server for editing features.
